Sarah Henry, Attorney Advisor

Sarah Henry, Attorney Advisor, provides training, legal analysis and policy review on local, state, tribal and national issues. She conducts research and develops training materials, resources, and publications. Sarah provides case consultations, policy reviews and technical assistance for allied professionals, and conducts local and national trainings.

Before assuming her current position, Sarah worked as a teacher. She is a graduate of the University of Colorado Law School and is licensed in the Commonwealth of Virginia.

Millicent Shaw Phipps, Managing Attorney

Millicent Shaw Phipps is the Managing Attorney for NCPOFFC. In addition to providing training and responding to technical assistance requests, she supervises daily operations, directs strategic planning for the project, oversees the completion of grant objectives, and manages project staff and consultants.

Before assuming her current position, Millicent was a staff attorney at the American Prosecutors Research Institute, the research, training and technical assistance division of the National District Attorneys Association. She is a graduate of the University of Washington School of Law and licensed in the states of Maryland and Washington.

Monica N. Player, Attorney Advisor

Monica N. Player, Attorney Advisor, provides training, legal analysis and policy review on local, state, tribal and national issues. She conducts research and develops training materials, resources, and publications. Monica provides case consultations, policy reviews and technical assistance for allied professionals, and conducts local and national trainings.

Before assuming her current position, Monica managed the Services, Training, Officers, Prosecutors Technical Assistance (STOP TA) Project at the Pennsylvania Coalition Against Domestic Violence. She is a graduate of Howard University School of Law and is licensed in the District of Columbia and the state of Maryland.
